Chances this HDD is DOA?

Recently got a new Seagate Barracuda ST2000DM001 2TB Drive (exact here: http://www.newegg.ca/Product/Product.aspx?Item=N82E16822148834), and I can't seem to get it to work. This is my second one of these drives, the first one works just fine (got it a while ago).

The computer can see it fine, but when I try to initialize it I get an I/O error. Also, in Disk Management it only shows it as being a 3.86GB drive.

I have tried using different USB ports/cables, which yield the same results.

This is on Windows 8, with Asus P8Z77-V motherboard.

Any help would be great if someone knows how to fix this, or if I should just get on with an RMA already. :)
 
Could be a few issues. Start with making sure the mb bios and Sata chipset bios and drivers are up to date. Check on seagate web page for any firmware updates. On the mb make sure the drive on a intel Sata port. Could be issue with 3party chipset or driver.

Try plugging the drive directly into the mother board and not USB. directly into the SATA ports and see if the BIOS sees the drive correctly.
then use the disk management feature in windows to look at the drive. right click it and make try make a new partition on it.

Okay, updated SATA ports and rebooted. The drive is also connected to the mobo with the same cable and port that my other fully functional drive normally uses.

I could see the drive in the BIOS, however it lists it as 4.1GB there. However, now it seems to have disappeared from Disk Management entirely. It also no longer shows in Device Manager... hmmm

Also just tried giving it its own power cable and booted again. Still the BIOS sees it as a 4.1GB drive, and Windows doesn't seem to see it at all.
