Deadly slow windows performance during Intel RAID initialize or rebuild

Hello - Has anyone seen a scenario with an Intel RAID 1 where everything seems to function properly except that the performance of Windows drops to an unusable level if the RAID is in rebuild or initialize status?

I recently built a new system around an Asus P8Z77-V Pro and first noticed the issue when I used a pair of Seagates from my prior build. They started doing 'click of death' so I swapped them out for a brand new pair of WD Red 2tb drives. No click of death with the new drives (thank goodness) but the system is hella slow during a rebuild. Anybody see anything like this? As far as I can tell, the drives themselves are fine. HD Sentinel reports perfect condition.

It normal for a raid 1 to be slow during a rebuild, and if the os is on the raid 1 the os will be extremely slow until its finished.
