Visible artifacts when moving mouse\windows, in-game stuttering even at stable 60fps when turning camera

Monitor: Samsung s23a350h
Video Card: MSI GTX670 PE
RAM: 2x4GB Hynix 1333 mHz
Mouse: Asus GX800
Keyboard: Logitech K310
Motherboard: MSI P67-G45(B3)
CPU: i5 2500k
OS: WIndows 7 x64
The problem on desktop: clearly visible cursor tail on desktop when moving it, tails when moving windows.
The problem in games: any game feels fine when you stand still, when you trying to look around - it stutters, even if you have stable 60fps. VSYNC off\on\adaptive - doesn't matter
What i tried to do:
1) Disabled any overclocking.
2) Restored default BIOS settings
3) Completely deleted and reinstalled latest NVIDIA driver
4) Re-plugged monitor and reinstalled it's driver
5) Re-configured monitor
6) Reinstalled mouse driver
Right now i dont have any clue about what can cause this so i need help, i consider fresh OS install as a last resort (i swapped from 560ti without reinstalling OS). Maybe it was like that since i swapped but i wasn't paying attention i really don't know.
Any tip about what can possibly cause this will help, thanks in advance.

Sounds like a GPU memory issue

I can run any GPU stress-test like OCCT, Furmark or Kombustor and all of them runs without stuttering, even if i move my mouse.
My temps are also fine at any component.
It's more like an input lag of some sort, but i dont know what causes this..
I dont see any flickering or artifacts in 3D, my mouse does not want to be smooth in games.
