Will VRAM increase game performance, or is it just for higher res monitors?

I was reading another post about comparing 2 graphics cards (http://www.tomshardware.com/forum/356324-33-tomshardware), and one person metnioned VRAM is for resolution of the monitor.

Now i'm wondering if the VRAM will also affect gameplay performance in the next scenario below:

I was playing Fallout: New Vegas and I had a decent amount of mods, and it would lag when rendering new parts of the world. (i've checked with the mods and the mods deal with weather and high resolution textures). I was wondering if the 4GB of VRAM on the GTX 670 would be a major boost compared to my current GPU? I'm wondering in the specific scenario, as I was confused about the person who posted the answer on the link I provided above. Lastly, as a quick note, I have 2 monitors, with the resolutions listed above.

These days higher spec games tends to use up to 2GB at 1920*1080. When you mod games like Skyrim and Fallout, you need a fast storage drive(SSD), and the more VRAM you have the better.

My opinion, get a 2GB or 3GB card, BUT either wait for the GTX7xx series or get an AMD HD7950/7970.

It's not that clear cut, in my opinion. For 1080p gaming, I still say 2GB is more than enough (unless you mod certain games HEAVILY). Like Novuake said though, I would recommend the Radeon HD 7950/7970 that comes with 3GB which will be plenty.
