First I would not get Diamond go for a Sapphire I have found them to be the best for AMD/ATI GPU's.
Well that really depends on what resolution you are running on your monitor. If you are only running a single 1080p monitor the I think 1 7970 would be fine. I know on my two AMD rigs one has a 7950 and the other a 7970 and both of them were just fine running any game at 1080p ultra/max settings. It was not until I added three Asus 27" monitors to each of them running at 5760x1080 that I had to Crossfire both of them. The same held true for my i5 3570K GTX670 rig when I added the other two monitors I did SLI at that time.

If it were me I would only get a second 7970 if you find you are not getting the performance you want at that time...

What monitor resolution? If you don't require max settings, a single 7970 should be fine for 1080p.

Edit: Also, as Novuake said, go for a different brand. I recommend Sapphire, ASUS, or Gigabyte.

Right now the microstuttering on crossfire can be enough to notice so it is best to hold off on it.
