Cheap PC that can run SC2 on medium at 60+ fps

I'm trying to find a cheap PC that can run Starcraft 2 on medium. My budget is around 150-200$. :)

My current specs are:

CPU: Intel Pentium 4 (yes, its old)
GPU: Radeon HD 5450 1024MB
RAM: 2 GB

Any cheap PCs that I can upgrade to? :D

What I meant by 60+ fps, is that I can do big battles on medium without dropping to the 10+ mark.

Never mind but 200$ would be quite close to impossible for that.
Let's be more specific. Do you need it with monitor, hdd, chassis also?
I have combined this stuffs:
Core i3 2100,
MSI H61 motherboard,
Corsair XMS3 4GB (2x2GB) DDR3 1333 MHz,
Sapphire Radeon HD 7770 1GB DDR5,
Cooler Master Elite Power - 460W Power Supply,
Western Digital Caviar Blue 500 GB SATA III 7200 RPM,
Thermaltake V3 Black Edition.
The total would be 457$ (Amazon).
