Batch Renaming Files

I'm trying to create a batch script that can rename an INI file if the JPG with the same name minus 4 characters has the extra 4 characters in the full name from the JPG.

If these files exists:
Line_c2332-24248_01289A-169561_mabelvaleehvwhitebluffehv-115kv_104.jpg
Line_c2332-24248_01289A-169562_mabelvaleehvwhitebluffehv-115kv.ini

Then the INI file should be renamed to:
Line_c2332-24248_01289A-169562_mabelvaleehvwhitebluffehv-115kv_104.ini

The closest I've gotten is renaming all INI files in a directory.

Any advice would be appreciated.

I could not find an exact answer but what you need to do is google "how to rename files with batch" go through these pages and steal the code and tinker with it a bit.
