How to run the initial setup in Windows 7

I'm building a computer for my mother and I need to install some virus protection on the computer for her but I want her to be able to run the initial setup. Is there anyway for me to be able to go into the computer and install the virus protection and still let her run the initial setup? Its a Windows 7 operating system. Than

The initial setup is where Win 7 makes you choose the name of the computer, make a password, and pick a little picture that u use for you login. She needs anti virus protection because she has a bad habit of downloading things that contain viruses...
 
Why can't you just set all of those for her? She can always change her name and password.

As for AV, it's pointless. It doesn't work as efficiently as it should. And if she downloads a virus and AV missed it, you can be screwed right there. The virus will perform whatever malicious task it wants. By the time your AV catches on and deletes it, it already performed its job. Damage is done and cannot be undone. Best to prevent viruses instead of deleting them after you are infected. If it's her bad habit, she should work toward fixing that. Also, set her up with a Standard account instead of an Admin account. She can have access to both accounts, but she should almost never use the Admin account.
