no you won't get any performance decrease on a PCIe 2.0 slot with a PCIe 3.0 card. and as for the Gfx card, go with radeon HD 7790. don't go with GTX 650 unless its a 650ti boost edition. radeon HD 7770 is also an option but 7790 performs better than it.

Thanks for such a quick reply,
i was considering these 3 cards
1.Sapphire HD 7770 Vapor-X: http://www.newegg.com/Product/Product.aspx?Item=N82E16814102993
2.Sapphire HD 7790 OC Dual-X : http://www.newegg.com/Product/Product.aspx?Item=N82E16814202029
3.Asus GTX 650 Ti 1gb OC : http://www.newegg.com/Product/Product.aspx?Item=N82E16814121686

i also wanted to know about exclusive nVidia technologies: Cuda and physX, i wanted to know what does these 2 do, if it is worthless to me, i would definitely get myself an amd .. probably HD 7790 as per your suggestion

im not sure what cuda or physx actually does, but they are likely to be useless on GTX 650ti as its a medium end GPU.physx i think increases the visual quality of your game or something but you will get low frame rate [ i think only few games support it] when enabled with high settings and res on that GPU. so your best option is radeon HD 7790 dual X

but with time i would definitely upgrade my psu and case
