Computer stuck in partial booting leep, mobo issue?

The computer suddenly crashed a couple of days ago. Keyboard had shorted out about an hour prior. Since then it will do a partial boot, mouse, fans and DVD drive gets power, then it stops and starts again in a few minutes. Once a system message to reset BIOS clcok came up, keyboard (different one) was not responsive). Tried a different keyboard, no response, rebooted and went back to the partial cycles.

I've tested PSU, connection, RAM sticks, removed video card, reset BIOS clock. I did find a missing screw where the mobo connects to the case. Could be the cause?

Try this: only one RAM stick, use on board video card if the cpu is with it, only one HDD with OS, take out the button battery to clear CMOS, and boot the PC, also make sure in the bios set to the AHCI mode and 1st boot order is HDD for win7/win8, if you use winxp forget about the AHCI.

If you can boot up, then add rest of the RAM or other HDD if you more than one, CD/DVD drive, etc. Change boot order back to CD/DVD 1st, HDD 2nd.

If you can not boot up , then you should get some kind of error message like the beep, and post it back to show us.
