Sapphire Radeon 6670 power issue?

I can't get into windows, I just get stuck at the loading screen which is black or if I'm lucky and a few restarts I can see my mouse cursor for a split second before a blue screen of death. Could it be my PSU not being powerful enough? My PSU is 450 watts but I doubt it's actually even that powerful.
 
If yo Have a "LOW" quality PSU, However you have a very Low power consumption requirements Estimate you whole system only draws a max of 200 Watts. Your Not even using two Watts at start up. What make/model is your PSU

I don't think the 6670's use a PCI-e power connector at the Back, but look and double check.

Additionally it could be a corrupted OS.

The PSU could be checked - Buy a cheap digital Multimeter < $20 at walmart or auto store. They are really easy to use (Just google "How to use a Volt meter") and they are Handy for around the Home and care - OT just for Computers.
Any way. With PC off:
.. Plug the Black Meter lead into one of the two middle pins in to a molex connector Has black wire) (One that powers a Hard disk drive)
.. Plug the Read meter into the end pin the the Molex - One with the red wire on it is your +5 V and the other end with a Yellow or orange wire is your +12V.
.. Set meter to read DC Volts.
Power on the PC and read meter.
.. The +5 V should be between 4.75V and +5.25 V
.. The +12 V should be tween 11.6V and +12.6 V.

Tried reformatting and reinstalling the drivers but still no go.

I'm using a Pentium Dual Core with 2 gigs of DDR2 Ram and as for sound and video card, its all onboard. My PSU's does state 450w but I'm not sure about the efficiency. But even if its complete garbage the card itself doesn't use that much power so I assume its my OS fault.

I also tried to install on my other computer with Windows XP and to my surprise it actually worked or at least didn't crash when booting up.
