Need help solving a problem in a Vostro 220s from Dell

I'm buying a new PC soon, and for getting some money I'm selling my old computer, a Vostro 220s from Dell that I bought in 2010, but a week ago instead of turning on normally, he only shows an orange light on the I/O button, I checked on the manual and it said that this means the computer may have a power problem or an internal device malfunction.
Does anyone knows how to fix something like this?

(PS. Calling support is not working for me, since most "technicians" in Brazil only knows how to turn computers on and off and calling someone to see the machine is WAY to expencive)

We need a little more information. Since you want to fix Vostro to sell it, we need to know approximately how much money it is ok to spend, so you still can benefit from selling it. Since you live in Brazil, can you please adjust your money to USD. So if we come to the problem, fixing which, will cost you more than you can get by selling it.

Well, I was thinking to spend a max of 100-150 USD because they dont worth much here in Brazil, but I was also thinking if it is better to open the computer and salvage what is still good. Do you think it is a good idea?
