Usually by swapping out known good ones. If your computer won't power on this is usually a PSU or a motherboard problem. If you put a known good PSU in there and the problem continues, it's probably the motherboard. Or if you think your GPU is dying move it over to another system and see if the problem moves as well.
 
Power supply do the paper clip/green wire jump then use a muilt meter to read the dc voltages on the cables. Motherboards take out the ram and gpu there should be with a speaker attached to it a CMOS beep code failure. Some motherboards now have post it codes. If not see if a friend or shop has a post it card that read the mb post codes. Ram one the system use memtest86. some shops have ram tester to test dimm. hard drives and cd-roms the best way is with a known good test system. Hdtune and vendor drive software. Few years ago we used ami diags for there burn in tests for drives.
