Weird Texture Glitch with programs!

Not sure why its doing this and also not sure how to fix it. I tried updating gfx card and restart.:??: Please help me.

Looks like a graphics card issue.....
What is the computer exactly? Laptop or Desktop (tower)?
If its a laptop, I would just replace it, and if its a desktop, just replace the graphics card.
