HELP PLS. DELETED IMPORTANT FOLDERS AND "RESTORATION" DOESNT FIND THEm!

System restore does not restore user files, unless the files/folders you deleted were windows system files in which case they will be restored to factory defaults.
Your best bet is to use 3rd party file recovery programs, but there is a high likely hood that those files are gone, especially if they were in the same drive on which you do a lot of writes (like your windows drive).

As said above if you have already written to the hard drive they were on they are most likely lost for ever.
