Currently im using my old card the gforce 9500 GT and i have a 4gb of memory and a core 2 cpu when i play games in medium or max settings i got low FPS . and i know my pc its not that great but im going to replace my video card to gtx 650 ti boost is there any significant increase on online gaming using max settings? or should i also upgrade to i3 or i5 and also should i replace the 4gb of ram? because currently when i play online games like Aion or Neverwinter online i got low fps 15-20 and its lagging like hell when i see to many people playing. i hope someone could answer my noob question thanks

Online games are very cpu demanding, jumping to a quad core and overclocking will net you a significant gain in fps.

A gtx 650 ti boost depending on resolution of your monitor would be a good upgrade to your current card as well.
