Why was my CPU running at 2.51GHz when the stock speed is 3.5?

I recently did a passmark benchmark for my system, and was shocked to see that my CPU was at the bottom of all the other AMD FX-XXXX systems I tested (even with lower processors). So I looked, and saw that my FX-6300 was only running at 2.51Ghz. Does anyone know why it's doing this?

I'm running a 32bit OS currently, which will hopefully change soon!

I mean, I'm wondering if it's just a glitch with passmark, because CPU heavy games like Skyrim, easily exceeds 60FPS completely maxed out in towns, and Minecraft is in the mid 100's maxed while running a server...

So if anyone knows if this is a glitch with my CPU/Passmark, please tell me! I don't think it runs at 2.51 in other applications, but it sucks that my system score is low due to this!

Temperatures were fine... I kept CPUID HW monitor open, never exceeded 50C. I didn't have any programs open to check the clock speed, I just looked on the PassMark Benchmark

"CPU Type AMD FX-6300 Six-Core
CPU Measured Speed 2.51 GHz"

I'm gonna run it with CPUZ open...
