Dell optiplex 740 graphic upgrade!

I need a graphic card that will fit dell optiplex 740 regular desktop version ( not mini or small form) it needs to be able to play wow on low settings. (relatively cheap?)

This is the best card to work on existing power supply.

Well, I am expecting some people say that there is minimum power requirement of 400 watt, number which comes from any retailer description or even from the box.   Well it is huge overstatement and once upon a time manufacturer is not right, let make small investigation into this matter. 

Let's see. 

First many, if not all adisers here, knows that PCIE slot can provide only 75 watt of power, so please look at the card I provided in link, can anyone pinpoint 6 pin additional power receptacle? None? Because there is none. 

Second point. According to http://www.hwcompare.com/11734/radeon-hd-6670-oem-vs-radeon-hd-7750/ 7750 power consumption is only 55 watt. 

Third point, final. 
Look at the feedback on the card I linked, scroll down to user name TazarZero, this is his statement, not mine:

"Pros: I am pleased to share that this card works painlessly in an HP Slimline s3400f that came with a 165w psu!"

After this I rest my case. No, I would not encourage repeating this, but none of upgradable Dell came with power supply less than 220 watt.
