BIOS only accepting HALF of my RAM.

I'm totally frustrated. I imported my new mid-end gaming PC parts and I wanted to give AMD a try to start overclocking. Here's my rig:

Windows 7 x64 (I also installed Windows8 x64)
http://pcpartpicker.com/p/ZYTc
Motherboard Gigabyte 990FXA-UD3 1.0 (updated to latest BIOS)
AMD FX-6300 not overclocked at all.
(4 x 4gb) 16gb RAM Samsung branded 1600mhz (I tried with some Kingston low-profiled well rated in Newegg that a friend of mine currently uses, they're 1333mhz and also I get the same issue)
Nvidia GTX 650 Ti Boost
PSU Seasonic G 550 80 Plus Gold.

I've tried turning on my computer with only ONE stick of RAM but doesn't show anything on the screen, doesn't make sounds but the CPU fan sometimes gets louder. If I place TWO sticks of RAM I only get 4gb and when I go full house, I only get 8gb. I've cleared CMOS several times, I've cleared it with the pin, removing the battery, I've tried to force 1333mhz, I've taken out the GPU, put it back in, I've searched for bent pins on the processor and looks flawless, I've not overclocked at all because annoys me that I've only available 8gb. Easy Tuner from Gigabyte and CPUZ are able to see I've 4gb sticks available. The only time I was able to see 16gb was when I placed the other Kingston memory from my friend but as soon as I tried stability with Prime95 to start overclocking, the setting got screwed again. I've searched a lot and I'm not able to find a suitable answer. What could it be?

RMA is not an option since I live in El Salvador.

What can I do, experts? I'm in your hands.

Thank you!

OK if I understand correctly you did try each stick one at a time with that motherboard correct? If not try that each stick one at a time and note if your system shows the BIOS post. It sounds like to me you might have two bad sticks it happens. Then again it could be a bad ram slot on the motherboard. So try a stick in different slots to rule that out to.

Check to see if you have 1.5 v intel based ram or 1.6v you may have to start by bumping the dram voltage of the mb with two sticks. If bumping of the voltage does not help email asus and the ram vendor to see if your ram been tested on this mb. I seen this happen before on some two sided ram. The mb only reads half the ram.

sounds like either half your ram is bad... or half the ram slots in your mb are bad.

time to shuffle the ram to figure out which problem you're having.

if the nonfunctioning ram works in other slots and its only the ram in certain slots that doesn't work, then you have a broken mb.

The RAM I own (this was a gift from another friend who has a PC store over here) is this one:

http://www.superbiiz.com/detail.php?name=D3-4G160S1 (samsung)

And the Kingston I used to test was this one:

http://www.newegg.com/Product/Product.aspx?Item=20-139-046&SortField=1&SummaryType=0&Pagesize=10&PurchaseMark=&SelectedRating=-1&VideoOnlyMark=False&VendorMark=&IsFeedbackTab=true&Keywords=gigabyte#top

I tried placing one at the time and I did not get to POST. Black screen was the only thing I've got on monitor, man.

So, with the Samsung ones (the ones with 1600mhz) should I force them to 1.6v but only first two sticks?

I've done it and same results happen. Both are 1.5v

I've noticed something new... when I check up the memory settings con CPUZ, it can see 16gb of RAM however, how could it be that goes on Single Channel and not Dual Channel?

We'll I've found the solution. I was placing the Cooler (a 212 Evo) too hard. That made the CPU to mismatch on the RAM perception. I reseated the CPU, was able to see the 16gb, I placed the cooler secure, but not ultra-tight and it worked still.
