HELP Gaming Lag issues

Hi i'm fairly new to p.c's. Ive built my own gaming rig and have recently started having lag issues. Its completely random as to when it happens, it happens for 5 seconds then goes back to normal. It happens on any game, any time and happens no matter the setting either high or low. I have tried different drivers, fresh installs of windows, different versions of windows with no joy. If anyone could please give me some advice I would be really thankful. Please note im still a novice :)
My system specs are :
WINDOWS 7 Ultimate 64 bit
Fractal Design Define XL R2
AMD FX 8150 Black Edition CPU
XFX Double D Black Edition R7970 OC
OCZ ZS 750w PSU
ASUS M5A78L-M usb3 Motherboard
16Gb Corsair Vengeance
SAMSUNG SH-S222BB 22x DVD BURNER
SAMSUNG 500gb HDD @7200rpm
SAMSUNG M3 external usb3 HDD 500Gb
 
Ok so lets start with Windows updates and drivers. Do you have all of the Windows updates installed as well as the latest DirectX runtime? Latest drivers for your motherboard GPU and such? You are running x64 version of Windows correct? My feeling is this is a software problem as you have the hardware that should run any game very well. So start with the things I listed first.

Yes im on 64bit version, should have put that. I am fully up to date, My motherboard drivers are up to date, I even updated the bios. I am currently on the beta driver for CCC and have the latest direct x. I have tried different drivers for my gpu with both win7 and win8 on fresh installs each time. Im starting to think that maybe my motherboard is the problem as its only a cheap one. I built this system just before christmas on a budget and have slowly been upgrading since then. the motherboard was next on my list of upgrades but have been holding back as i may jump sides and grab a new haswell cpu. Although im not sure its worth spending all that cash on it for a small performance increase.

Hi sorry like i said im a novice lol, dont have a clue what any of that means :(
 
start/right click computer/properties/advanced settings/performance-settings/advanced/virtual memory-change/choose custom size. whatever recommended is, double it. put the same number in both boxes. hit "set" and then okay I guess. then okay and okay again to close program and get back to desktop........... or it may ask that you need to restart for changes to be made. say yes. let machine restart or you restart it.

the external drive. do the same thing but select "no page file" for that drive.

I dont have a sound card so only have the drivers for onboard sound. I have the latest driver for that too. I had a hd 6950 before and everything was fine. ive had this issue since ive had the card. could it possibly be a bad card? The other issue ive had recently is i had a small overclock on my cpu, and when i ran windows index it got the part where it assesses the cpu and it kept crashing. i returned all my bios settings to default and it did the test but with some stutter when it was assessing the cpu. Any thoughts?
