Desktop Border areas go offscreen in my 46" TV

I recently connected by Dell Inspiron 620 to a 46" TV. While the display works fine the border areas of the desktop are inaccessible. For example, I like to keep my start button panel on the left side. In this case half of it shows while the other half is offscreen. Luckily I could test if that effect is the same after I move the panel. And it is.
I think my desktop has a dated Intel integrated graphics card. I suspect that may be the culprit but I'm not sure.

Try playing with your TV setting. Try turning off the "overscan" feature. Also, you might want to look at your graphics card control panel, and try searching for any settings related to TV.
