Weird Video Stuttering

Hi,

I've been getting really weird video stuttering after a minute of screen idle idle on every platform from YouTube to Windows Media Player on fullscreen and windows sized. The quality of video doesn't seem to matter either (360, 480, 720, 1080p). I have tried system restores but nothing has availed. What is really weird, is that when the task manager is open (I wanted to see if any mysterious applications were the culprit) there is no stutter at all. The stutter/video lag stops immediately when I move the cursor or click on a keyboard button. My computer is about a month old, and this problem has arisen in the past week.

i belive it is driver issue (my own experience)
but let us see first your PSU type

I just remembered I have the new GeForce 320.18 Driver and it may have coincided with the problem. Is this the driver issue you are thinking of or something else?

I have the exact same problem and it seems like the task manager also prevents this from happening in my case.
EDIT: Maybe the task manager prevents this from happening because of the "always on top" option?
