Why my AMD A8-4500M proc, only run max 2.3 GHz instead of its max speed: 2.8 GHz??

Once, I tried to used the AMD Overdrive,
for first used, the app showed my proc. in 2.8 GHz max, but in last few usage, I found it can't maximize into 2.8. it's unchanged more than 2.3 GHz...
Help me..

you don't increase it manual, it would use it automatically when it can.

likely windows is limiting what you can do, check the power management options as well.
