£400 budget gaming PC help

Hi I have a tight budget of £400 and was wondering if I could create a decent PC from this. The type of games I play are, GTA IV, Skyrim, Portal etc.. I have an old computer and I can take some of the parts out of that but I need a new case as well.
Things I can take from my old PC:

- 1TB Western Digital HDD (Need another 1TB)
- 450 Watt PSU (Not sure if this will be enough)
- DVD drive but it's an IDE. (I need this drive so maybe recommend a decent converter?
- HD Monitor
- Mouse (Could do with a new one but not really needed)
- Keyboard (Could do with a new one but not really needed)

And that's all I have so any help would be great. I really can't go over £400 so could you guys recommend what to buy?

PC Prices are alot higher in the Uk due to taxes I mean my potential specs dropped dramatically.
