Lag problem in all my games (vid example inside)

I really dont know why I am lagging. its every game also, not just league of legends. i believe my specs are good enough in every way for league also and that my setup isnt preforming right. this is a new computer (was a cheap one at store then decided to upgrade the PSU and GPU

specs

Windows 8
2.8 Duo core processor (a4-3420 with radeon graphics)
6 gigs ram
gtx 650 ti
psu 620 watts

if you need anymore information i'll be here refreshing every minute cause i really need to figure this out. its still playable but my god its annoying

my fps does jump around alot sometimes which i find odd being that the 650 ti should have no problem with this game (especially since i have it on lowest settings). my geforce experience says i should be running this game max settings on everything including shadows

is this a bottleneck issue? the best processor i can upgrade to is a a8-3870k which is 3ghz quadcore (doesnt seem to be much better in the sense of gaming to me)

how can i tell its weak? its a 2.8 duo core which should be good enough for gaming? is htere other specs to look at? and if i were to switch out my motherboard what would you recommend upgrading to? more along the cpu socket

honestly i was buying a computer with my girlfriend and though it would be able to handle league of legends. i didn't know as much as i know now. ill look at some of the intel stuff but do you think the a8- 3870 would be a good option or just get a new setup. 200 dollars or so would be good by me. newegg seemed to have some mobo/cpu setups for decent prices

are they around the same preformance? because i can get the a8 for 90 dollars. but if i get something else ill need a new mobo. the a8 only has a small amount more of ghz and can be overclocked. i just want to fix this small lag issue which i honestly dont know if it is even the cpu. 2.8 duo shouldnt lag like that

do you think the problem im having in the vid is the processor? i believe ive seen some youtube vids where they had the same one as me and didn't have lag problems

I wasn't able to view your video, but I'd have to say based off the recent LoL benchmarks article here at Tom's, you shouldn't be having any issues playing without lag. http://www.tomshardware.com/reviews/league-of-legends-performance-benchmark,3484-9.html if you can't find the article yourself, but here's a quote "When it comes to platform performance, the game is even less picky. We expect any dual-core processor above 2.0 GHz to handle it with ease." Personally before I spent any more money I would double check all your drivers and what may be stupid, but you said you added the GPU, is your monitor plugged into it? I leave any further diagnosing to more experienced people, but I honestly doubt it's because of your system specs.

ya this exactly. i'm not sure where to go about this. everything is updated (drivers). i just dont know what to do to figure out where the problem lies

 
Not sure what you are lookin for. That is a dual core APU sure, but its quite weak in terms of other dual cores. Its bottlenecking your card I would assume massively. And the 650ti is a mid range card. And im not quite sure why people base their performance on YouTube videos. GO with a dual core Intel Pentium if you are strapped for cash. Itll outperform that APU by leaps and bounds. APUs are good for embedded applications and general use when you are that low on the totem pole in terms of hardware.

how much would an a8 chip help my graphics card? i checked my task manager and i do seem to run pretty high on cpu usage. like league is taking 60 percent estimated when i minimize out. then it goes down to like 10 when im out of the game
