Wacom Intuos3 Tablet Messing Up Computer

Everytime I plug in my Wacom Intuos3 tablet into my laptop some pretty weird stuff happens. It won't let me type anything at all, when I click on desktop shortcuts the computer opens the properties instead of opening the program itself, and when I manage to open the web browser, when i click something it opens it in an entirely new window. This behavior continues even after I unplug the tablet no matter what I do. The only way to fix it is to restart the computer. It also doesn't seem to recognize that there is a tablet on the system for some reason. When I try to change the tablet properties, it says "a supported tablet was not found on the system", whether the tablet is plugged in or not.
I tried re-installing the Wacom driver software but that didn't work at all.
This is a used tablet I bought off of ebay, but it had been working completely fine in the past. I've owned it for at least 4 months now without any problems until now.
Any ideas?
