High Pitched whine from left of processor

There is a very high pitched whine in-between the processor and the I/O I curled up a piece of paper and held it to my ear to locate the exact area. it is an electrical sound and when the computer is idling I hear it very well, I hear it all the time. If i I move my mouse around a lot, the sound goes away. but then when I let go of the mouse, the sound returns. It's really eating away at me, feels like my ear is melting. I know it is coming from the motherboard. any way to stop this? This has only been happening since I replaced my power supply with a GS700. I believe I still have warranty on the mobo. What should I do?

I seemed to have uncovered a dead thread with a person that has the same exact problem as me, his name is "omegajinx"

I did what the "INuked" person said, and it did exactly that, make the noise stop. but when I do what he recommends, my temps go up about 10c and I don't want that.

what's interesting is this has only started to happen after I noticed my cpu clock not wanting to underclock itself on idle. yet cool 'n' quiet is enabled. Any ideas? Or should I just RMA?
