Most likely, you're not even going to notice any difference. Is there a slow down? Yes. But, your bottleneck is the MoBo only allowing PCI-E 2.0, not the video card.

I believe that is the situation I have with my gfx card and mobo. I just don't think about it, looking at bench marks and the performance I see in games, if there is a bottle neck its not noticeable.

There is no slowing down, the gpus simply do not use the full pcie bandwidth. It is like you browsing the web now, you are not using all of your internet bandwidth so there is no slow down.
