1. wait for haswell because when it comes the price of ivy bridge CPUs and mobos will drop.

I felt like making something a bit smaller than what I usually go for this time around, the case doesn't make it very upgradeable but you can always swap out the case quite easily. I went with a smaller micro atx mobo as well, mainly due to budget at first because going full ATX would have shot the price up another $10 off hand if I kept to your preferences without any real benefits unless you plan on expanding latter on. Going with just newegg and ncix it comes to $827, though if you expanded the list of part preferences and shopping retailers you can probably drive the cost down more as you have more parts to choose from.

Beyond that I tossed in a semi modular 80+ PSU to help keep the clutter down, and some ram which is nothing special but will get the job done. I tried to avoid mail in rebates so your dealing with just up front costs instead of dealing with the hassle of those.
