Will not post, Cpu fan spins for a fraction of a second then stops, no beeps

system has been working fine and no changes to hardware was made when this started.
Turned it on one day and no post.
1. Tried breadboarding to see if i will at least get a beep. No beep.
Have mobo, cpu/cpu fan, and PSU connected on breadboard.
2.Tried known good PSU still no post and all fans doesn't spin even the one on PSU.
3. Heard somewhere that changing cmos battery works sometime but not for me.
4. when i attempted to power on with the 4pin not connected(the one near the cpu), All fans spin (cpu fans PSU fan) but still not getting any beeps nor a display on the monitor connected to the motherboard for that matter.

Right now im guessing it is between the mobo and cpu but i dont know well enough which one it is. Any ideas how i can be sure which one it is without unnecessary expenditure?:) 
mobo is ECS P4M900T-M ver 1.0
CPU is intel p4 641 socket 775.

Hi
Take the ALL RAM or the VGA card - out of the Mobo.
Power ON
If you hear beeps then you mobo is alive and i bet on the CPU fail
If you can`t hear beeps and you have speaker connectet to the mobo then is the Mobo is death
- if the mobo is functional and can`t detect RAM or VGA you get beeps

Thanks for the speedy reply, but i already tried it on the breadboarding step. i tried running the mobo out of the case and on a flat non conductive surface with just the CPU/CPU fan and PSU connected no ram and monitor is connected to onboard video. had no beeps and still no movement from the fan just the short attempt at spinning and nothing more.
also tried the cmos reset thinking it will do anything but nothing.

Is this "breadboarding" the same mobo ?
The only 100% test is to test you CPU on other Mobo - finding LGA 775 is not easy task so .....
If you can`t test CPU and if you Mobo have no Visual Defective Capacitors .......
Motherboard R.I.P. !!!

In my personal exp. 99 % of such as this scenarios are Mobo failure and 1 % CPU

Check/test to see if all capacitors on the MBoard are not faulty. if one of them is faulty change it with same rating and it will boot up.

I had a same problem but when i changed faulty capacitor it boots up as normal.
