Underperforming Gt 650m? Help?

Hey guys,

Bought a new laptop a couple of months ago and the gaming performance is really, REALLY sub par considering the specs, and compared to what FPS many systems are getting that are the same, or worse as mine.

i5 3230m @ 2.6ghz
Gt 650m 2gb DDR3
8gb DDR3 RAM @ 1600mhz
5200RPM 500gb HDD

Latest drivers for all.

Few stats:

CS:GO according to notebookcheck for my specs should be running around 70fps average with all settings on Ultra. Playing earlier with settings on HIGH, it was averaging about 30-35fps.

COD MW2 trying to run everything on minimum, fps was falling down to 65-70fps a lot of time time, even though notebookcheck for my specs says I should be at around 150fps.

Any pointers would be great. I've done a fresh install of my OS, and the problem is still here. Many thanks,

Check your power saving options in both windows and the Nvidia control panel. Often times, laptops downclock when running on battery (to conserve battery life)

Turn both to performance, versus balanced or power conservation

Yeah I downloaded from the site, and I'm playing at 1366x768. The weird thing is, I ran 3dmark11 and my score was consistent with other systems... But then in game I appear to be struggling? My hard drive is OEM I think and is pretty shit, was looking at buying an XT 500gb seagate, as standard operations (like opening files and folders) are highly sluggish currently - I had a BSOD the other day too, which doesn't bode well for my hard drive! :/

When I first purchased this machine I could run MW2 at full graphics, whilst recording with FRAPS and still attain 91fps... (It's locked at 91 on the steam version, which is what I recorded on) Why the deterioration of performance?!
