I have an i5 760 4x@2.8/3.3 Ghz and an AMD HD7750, both not over clocked.

Which one of them is bringing the other down/reducing my potential max fps?

I have 8GB of ram but I'm sure that's fine.

Also if you could, how much is one part slowing the other down.
For example if the CPU was the slowest is it only limiting the 7750 by 5fps or a lot more? Thanks

Memory is not a problem, 8Gb is plenty, both now and for the foreseeable future and the i5 760 is a little faster at stock than my i5 750. Although they are starting to show their age they're still a very competent processors.
Which leaves the graphics card, and that is a severe restriction to the i5 in games.

fps usually affected by quality and performance of graphics card
if you want more fps then you should chain down your setting ,ie more performance
if you want good quality then you should compensate the vedio setting in accordance with the card.
