Not booting after turn off but will reboot from win7

System will reboot when I click restart in Win7. But if I turn off computer, it will not boot until I restart the computer about eight or nine times.
It might be a hardware issue, as suggested by the screen I see.

I learned the harddrive is not perfect, has some bad sectors as discovered by chkdsk. But it booted today
