Budget Range: I would like to spend less than $750 on the hardware. I want to keep the build under about $850 with a monitor/mouse/keyboard.

System Usage from Most to Least Important: Medium-Quality Gaming/Surfing the net

Are you buying a monitor: Yes

Do you need to buy OS: Yes. (Should I get Linux to keep the cost down, or should I go with Windows 7/8?)

That should leave $41 for some cheap keyboard and mouse. Pick those out yourself. If you want to include the OS in the budget, you'll want to downgrade the CPU and GPU.

+1. This is a superb build, as I have come to expect from ksham.
Regarding your question about Linux, OP, it's a generally well-liked OS with a lot of advocates, so if it is compatible with your planned use and you have an interest in it, I see no reason not to use it.

Sweet build ksham! Your great! I also have one more question, what is the difference between the Sapphire Radeon HD 7870 XT 2GB Video Card (The one you reccomended) and the XFX Radeon HD 7870 2GB Video Card. They are both pretty similar!
 


Oddly enough, they have almost nothing in common. The 7870 you had was a Pitcairn GPU with around as much power as the nVidia 660. The XT is a Tahiti GPU with nearly as much power as the 7950, of which it is a variant. Nobody is quite sure why they call it the 7870 XT rather than the 7930, actually.
