What is the absolute minimum build for 40fps?

So I've done research into budget builds and up, but I've never found the answer to this question: What are the minimum parts I need to play all games (With the exception of Crysis and other system killers that need to be lower graphics) on ultra settings without dropping below 40fps?

While a full build is much appreciated, I'm mostly concerned with which CPU/GPU combo I need to have this work.

For 2 gtx 650ti boost, 120$ each. you can get the performance of hd 7970.

No... just... no. Get a single GTX 660TI or Radeon 7950 over dual 650s. Get an i5-3350P over the aging Phenom II 965. I highly, highly doubt dual 650TIs would come close to reaching the performance level of a 7950.
