Graphics card make and brand ? and is this the same one ( in description )

okay so i have been wondering about this for a while now , on a graphics card you have the main bit eg: GTX 650 ti boost but before that you have the things such as Asus, leadtek ? does the name in front make the graphics card run any different or is that just who you are buying it from because i am ordering this http://www.ebay.co.uk/itm/Leadtek-WinFast-GTX650Ti-650Ti-BOOST-2GB-O-C-GDDR5-Brand-New-AMAZING-PRICE-/171034541357# i want to know is that as good as an asus GTX 650 TI boost :) thanks !!
 
The actual chips such as GTX 650Ti are usually the same. Some of the overclocked cards use specially selected chips that have to put it in easy terms achieved a higher pass score hen being quality tested. EVGA are one company that use these cherry picked chips.
The makers take the chips and depending on the licencing restrictions that the company (AMD/Nvidia) have placed on them, mount the chips on a board that they have designed. Some have better power delivery circuits some have better cooling. MSI for example use military grade components on some of their cards.
