Low fPS on XFX RADEON 4670. HELP PLEASE!

I just got this card a few days ago, friday. And it doesnt perform how I expected it to. It only gets about 35 fps on mafia 2, low settings and 1280/720 resolution. Ive seen this card get 40+ maxed out with no AA ! But mine doesnt work as well.. My specs are
E4500 2.2 dual core intel core duo 2
4GB 800 mhz ram ddr2
XFX Radeon 4670 512mb DDR2
400W unbranded psu.
Windows 7 Ultimate 32bit

You name it ive done it. I reinstalled windows. Reinstalled drivers, used driver sweeper. Whats the problem?

The problem is you have 2008 era components and they were the low end even at the time.
The Core 2 Duo is one of the low clocked ones. It could be overclocked to a workable level but it will never be really "fast" in the newest games.

Your GPU was a budget model, and it is several generations old at that.

You will need to do significant upgrades or play with the settings on minimum.

how are these outdated parts? and this ram is pretty good, what are you talking about?
