Upgrade older Dell Inspiron to GTX650

I have an older dell inspiron 530 core 2 quad 2.4ghz. I recently upgraded PSU to CX 500M. I have a GPU Geforce GTX650 and need help with installation and removal of old ATI card 2600 (drivers etc) to get the new card running in this older machine. I have tried using windows uninstall tool in device manager to remove without success and when new GPU installed, computer only starts up with black screen and beeps and cycling on and off. Any help appreciated

I have uninstalled all visible drivers (nvidia and ATI drivers as well) installed during attempted upgrade with regular windows utility, then booted into safe mode and uninstalled display ATI driver that gets automatically installed on startup. I powerdown and remove old card and install new one... Black screen and beeps...

It will boot up fine on onboard VGA and run fine. Reinstalling old ATI card and the system works fine after it reinstalls driver automatically. I have uninstalled all associated drivers, disabled VGA and then shut down system and installed new card. The drivers/software will not install prior to card installation "hardware not found, installation cannot continue". The whole system works great on the new PSU, but the 6 pin adapter was never used prior and is a new variable. It is plugged in. The card is getting some power because the fan is on.. With the new card installed it boots up (600 x 800) and I install drivers on CD. After drivers install, computer only will boot into safe mode after cycling on and off for several cycles. Explanations in instruction manual indicate 1) Improperly seated card (not likely since seated multiple times) 2) Problem with graphics card slot (not likely since old card still works fine 3) PCI E not connected (I have power cable connected at both ends) 4) Problem with graphics card 5) Onboard VGA adapter not been disabled (problem still occurs even after disabling).
