Hello all! I have been working on a rig for graphic design and gaming. I need a extremely fast processor (for vector art, and 3D art) as well as a good Graphic Card, and Motherboard that would work well with them. What would you recommend?
Many thanks!

Oh, my bad.
Yeah, I just need those items, but the main focus is on the CPU, Motherboard, and graphics card. (and kinda on the PSU) as those are the most important parts for what I need.

Timmothy,
Since you are on a very strict budget it is without a doubt that I recommend AMD CPU's and GPU's to you. If you go with Intel and Nvidia, you will be paying easily $200-$300+ more for similar performing products. If you didn't have a price limit I would easily recommend the fastest 6-core i7 but that is out of the question.

I own an AMD FX 8350 and an AMD 7950 Boost GPU and LOVE IT.

Since you will be needing a good CPU as oppose to GPU (a lot of those 3D programs utilize the CPU more than the GPU) I'd recommend at least an AMD FX 8350. Here is my list for you (major parts only):

1) AMD FX-8350 8-Core CPU ($199 - Newegg)
2) AMD 7850 (2GB) GPU ($179 - Newegg)
3) AMD 970 or 990 Motherboard
- I assume you aren't going to run dual GPU's (crossfire)? If so, you can save money with a 970 as it is really only geared for one GPU.
4) Get at least 8 to 16GB of memory. Since you are doing 3D I recommend at least 16GB.
5) Get an SSD!!! (DO NOT GET A MECHANICAL HD - I REPEAT "DO NOT" GET A HARD DRIVE)
