First time build HELP - CPU FAN

So I installed my motherboard along with everything else and I was pretty sure i done everything correctly

When I turned it on the CPU Fan started spinning like crazy... however I went into the BIOS and the temps were at 30 degrees but the fan speed was at 5600RPM. This is a 3-pin fan so I can't control the speed from the BIOS. Any ideas what may be causing it? The thermal paste is on, and everything is clean. My motherboard is a ASrock N68C-GS fx

I have tried a 4-pin cpu fan and it was very loud also, but I can change the settings to make it quiet in the bios

for this one it's 3pin and it's just loud all the time and I can't change setting as it's a 3pin
