HD7970 or GTX680? Confused!!
Wait for Haswell?
Locked or Unlocked CPU? i5 or i7?

To answer your questions:

1. Either get the 7970 or if you have the cash get the new GTX 780, you can't go wrong either way.

2. If you're waiting for Haswell because you want the CPUs, go ahead. If you're waiting for Haswell because you think Ivy Bridge prices will drop, that ain't happening. Intel doesn't mark down old chips when the new ones come out, that's been going back a ways. And they get a lot of crap for it.

3. If you're paying that much for a rig, be prepared to overclock. If you are doing things in addition to gaming (CAD, etc) then get the i7. Otherwise the i5 will handle everything you need.

Try a build like this:

Case: Corsar Carbide 300R - ₹ 4390
PSU: Seasonic S12 II 620 W - ₹ 4945
Motherboard: Asus P8 Z77V-LK - ₹ 11640
CPU: 3.4GHz Intel Core i7-3770K - ₹ 19940
Cooler: Cooler Master Hyper 212 Evo - ₹ 2325
RAM: 16 GB (2 x 8GB) G.Skill Ripjaw X DDR3 1600 MHz 1.5V - ₹ 9300
SSD: 120GB Samsung 840 - ₹ 6095
HD: 1TB Western Digital Caviar Black - ₹ 6565
Optical: Samsung 22X DVD Burner - ₹ 1030
Video Card: Sapphire Radeon HD 7870 XT - ₹ 20355

Total: ₹ 86565 (USD $1,537.89)

Thanks for the build suggestion and other feedback. First, does that mobo have video capture input port? Does the case have SD Card Slot?
I was thinking in-line with performance boost whilst waiting for Haswell and the GTX780 may be quite out of reach for the budget, don't you think so?

I appreciate your time spared to suggest a build. Some of the same questions arise (see reply to the other person above). Also, I'd like to stick with the Intel for the time being.
