mixing 2x4GB PC1300 1.5v sticks with 1x8GB PC1600 1.35v stick?

Would it be OK to mix the following memory?

2 sticks of Corsair XMS 4GB DDR3 1333 (9-9-9-24, 1.5V) with 1 stick of Crucial Ballistix 8GB DDR3 1600 (9-9-9-24, 1.35v).

I am concerned that it will be an odd 3 stick combo (total of 16GB) with different voltages and speeds.

Motherboard is an ASRock Z77 Extreme4 LGA 1155
 
You are right to be concerned.
Don't do it.

1. all ram must operate at the same voltage.
2. Ram will operate at the lowest common denominator of speed and timings.
3. Ram is only supported by a ram vendor if it is on one kit.
3. If it did work, put 8gb in each channel so you get dual channel operation.
Save yourself a lot of headaches and buy a supported 16gb kit for your motherboard and sell the 4gb sticks.
