Why won't this work?

I recently build a new gaming rig using a bundle I bought from Tigerdirect with a few modifications. I seem to be having issues with my FPS in various games. For the purpose of running tests I have been using Guild Wars 2, since it is mainly what I want to play. The issue seems to be that I can run at high graphics settings for about 10 minutes with an FPS of 35 to 45, which is high enough for me and according to the benchmarks for my card, pretty standard. However, the screen at some point goes black for a second then comes back at 12 ish FPS. I can get back up to a high FPS if I restart, but the black screen happens again. I can keep at 35 -45 fps at low settings, and about 20 fps at moderate settings but I want it at high settings since it seems to be able to do it. As far as I can tell all my drivers are up to date, I even uninstalled my graphics drivers and re-installed them to see if it made a difference. It didn't, so I'm stumped. There doesn't seem to be any problems with my rig yet it isn't performing as it should. I think I might be bottlenecking if my understanding is correct. My GPU is at about 100% and my CPU is about 40% while playing Guild Wars 2. Any ideas why it won't work?

I updated the PSU to a Corsair GS600, still seem to be having issues. I think that the CPU might be overheating. Not sure how to increase the cooling power. Maybe change out its fan or up its speed? The system seems to be at about 39-40 C but the CPU is about 40 when not in use but like 51 when in game. I have two input and two output case fans. One big and one small for both.

Could it be that Im running 64 bit windows instead of 32? Thats the only other thing I can fathom. Im still running a memory test but I don't think there will be problems.
