Dual monitors not setting right refresh rates?

Hi there. I am running dual monitors right now. My main display is 1680X1050 @ 61hz and the secondary is 1920x1080 @60hz (it's a tv so that I can play games on my couch/watch stuff)

The problem is that my main monitor tries to set itself at 60hz and I get screen tear something awful. I can just unplug the hdmi to my second monitor and it sets back to 61hz, but for some reason, BOTH monitors run at 60 when plugged in. Even if I manually set my main @61hz, it just resets itself instantly.

How can I correct this?

:EDIT:
I forgot to mention that I am duplicating my desktops. So that what I do on Main monitor, is the same on my tv. How can I set these refresh rates apart?

Maybe if you check your GPU control panel.

Okay, how and where should I check what? I have an hd6870, and catalyst control center.

I am aware of how to open a program, but I wanted to know what I am looking for in CCC, thanks.

Something to do with monitors/video I suppose, to see if we can fix your problem.

I don't use CCC personally, so it's not really possible to guide you much more.
