GPU is overheating (up to 99C)

First of all, I have an Alienware M15x with a NVIDIA GTX460m graphics card.
I have found out that I think it is due to the fan not working properly (though sensors say it's at 100%). When I take my laptop apart, the GPU fan is pretty stiff to move, especially compared to the other fan (which moves if I blow on it). When I put my hand by the vent on the underside, I can't feel any air flowing into it, or out the back. I was wondering if there was any way I could fix this issue. I've taken the fan out and accessed the bearing (through the sticker on the underside), but couldn't get to the actual bearing, as there was some sort of gold seal on it. Anyway, the oiling didn't seem to work and my GPU is constantly overheating (even being at 55-60C while idle), and causes massive FPS drops in games when it reaches 90-92C.
