Need help, PC won't boot up

I just want to run through a few things I can do to diagnose my PC to see as to why it won't turn on. And yes it's plugged in (novice not a newbie). I've already tested my PSU. Connected it to another PC in my home and it booted up fine. I'm thinking its either the PC case or the motherboard. If i try the screw driver boot up on my motherboard and it turns on that will determine it as the case, correct? If it still doesn't come on how would I determine its the motherboard? And if its the CPU's thermal paste that's come apart wont it still come on but turn back off in a few seconds? Is there a chance it's the CPU? Can the motherboard boot to BIOS without the CPU? I'm hoping this is just a matter of the case's power button and cables going bad. If there's any other way to troubleshoot this let me know

All right I've done these steps and nothing worked. Just to start over on a better explanation my pc has worked great for almost 2 years straight with no problem. Great gaming pc with daily use. Stripped pc down to barebones where all I have is the motherboard (with the CPU, ram and CPU fan installed) and the PSU on my counter top. No worries everything including myself is grounded. Everything is plugged in properly. My build is

ASUS P8Z68-V-LE motherboard
Intel i5-2500k factory speed
RAIDMAX RX-530SS 530W PSU
Cooler Master Hyper TX3 cpu cooler
16GB (4x4GB) G. Skill Sniper Series (can't remember speed, 1333 I think)
EVGA 1GB GTX 560 graphics card (not connected for this test)

So far I've connected my psu to another pc and booted it turned on just fine. So next I stripped my pc down as stated above. Oh yeah the red LED above the TPU switch and the green light around the SATA ports are on when I plug in the 24pin and 8 pin connectors (if this matters or helps). I've alternated each stick of RAM in each slot (4) and tried booting by putting a screw driver to the power prongs of my motherboard. None of this worked. I have 2 more things I'm going to try before I break down and buy new parts. First I'm going to try another PSU, JUST IN CASE it is the PSU. If that doesn't work I'll take my CPU out and install into another motherboard. If the pc works I'll declare the motherboard busted. If not the CPU is dead. If there are any other recommendations I can do let me know. Willing try anything to troubleshoot and prevent blowing money.

Explain the CMOS please? Yeah i know when i first started building this pc i wasn't planning on making it a gaming pc but thats where it ended up. So thats why i bought a cheaper PSU. This was my first build.

Do you think i may need a new battery? For about 2 weeks my clock on the desktop wasn't keeping the correct time. Sometimes it could be off my hours.
