New PC build, installed Windows 7, now strange rebooting/not-posting issue (with quick video)

here's the deal,
This is a new PC I put together last night and I have run into an issue I've NEVER experienced, though I have built a few computers.

I install windows from the disc, it goes to the initial desktop (for the first time), and after that, it restarts. after this, it won't even POST, it just restarts on an endless loop, and as you can see here, it won't even load windows (no safe mode option, for example). Mouse/keyboard are still responding, and I can get into all of the BIOS/boot order screens no problem. I also see windows on the partition (40GB taken up!), but it's like it was never installed! I have reformatted and reinstalled windows about 6 times, everytime the installation works fine but then I get this weird boot-loop issue after it hits the desktop, and I can never get back to the desktop without reinstalling windows. It's almost as if the boot sector is damaged, that is the symptoms I am getting..but it's a fresh install Weird! I need help.

I am assuming it could be a damaged Windows disc, (it's windows 7), but perhaps it is a hardware issue, like a mobo. In the BIOS it reads all the memory and all of the drives. Though to be honest I really do not think it is a hardware problem. Like I said, I can get into BIOS fine and everything looks healthy.... I also have two hard drives and have tried it on both, and this is the same issue! everyone in the bios looks great, all 16GB of memory is registered, the processor is registering, temps are good, all drives are there. I have tried with one RAM module, still no good. Like I said, the installation of windows works fine, but then THIS!

any help would be greatly appreciated, before I start tearing everything apart. Thanks!

Which drive is your boot drive? Try disconnecting the non-boot drive and install Windows that way and see if it boots. If it does boot reconnect the second drive to see if it still boots.

Im booting from the 2TB. Could this drive be plugged into the wrong SATA port? I just realized, is there a certain port it must be plugged into on this mobo?
 
What graphics card? Any?
In any case, you've got a Coolermaster PSU, from a particularly fecal line. That one was able to provide its labeled wattage (a rarity), but with high noise and ripple, which causes instability. You might try with a known good PSU.
 
Ok. Well, you don't need much power, but again that's a Coolermaster, and I would not trust the quality of its output. Whether or not it is the immediate cause of your problem, you should replace it. A 380W Earthwatts or even a Corsair "CX" (which I don't normally recommend for gaming PCs) would be suitable.

Check your motherboard manual, it should tell you if there is any boot priority for particular SATA ports.
