Do higher core clock and boost clock actually make the card better? Also some of these cards that have fans that blow hot air in your case instead of out the case. Is that a good thing? I always thought you want to move the hot air out the tower. Thanks in advance.

Core and boost clocks between cards means absolutely nothing, for example a Titan is clocked slower than a 670, but its far faster. Usually coolers that dump air into the case are more efficient, they lead to better temps and less noise, usually. Theres little drawback other than needing a decent case to make sure the heat is actually taken away.
