The only problem you'll have by turning your fan to max is noise. At first. If you leave it that way constantly then over time it can wear out the fan bearings faster. If it's a newish card though you're probably fine as long as you can stand the noise.

You should raise the fan if you feel its being too hot.

Too much heating can blow up your card, and if not it shortens its life time drastically. Just make sure its really being very hot.
And remember, comparing video cards to CPUs is like apples to oranges.
In CPUs the danger zone is said to be 75+ but in Video Cards, it is perfectly normal for about 100. Some gamers even reach 105 without any problems because its meant to be heated so it is also able to withstand high temperatures. ;)

You can always set your fan to a 100% if you still feel anything like that but all in all, I won't suggest tweaking fan speeds if it is below danger zone. The best option however is water cooling. :)

i cut the case :D

Yeah I know. My card is also rated as 97C Max. What I meant there was 105 is the point of no return. Company rates it as 99 because it is safe to assume the card wont sustain any major damage below that. Things tense up after 99. I am sorry I said it is perfectly fine, maybe I interpreted the terms the wrong way in there. He said his card goes as high as 83C which isn't alarming actually.

When I am playing Skyrim, the card heats up to about 85 C. At normal usage it should not go that high.

Staying at 90C+ for prolonged times might be bad but anything below that (in his case) seems to be okay considering its a GPU.
