More about water cooling air cooling cpu
  1. This will be the best Water Cooler IMO , It is a hybrid or whatever i.e - The flexibility of custom loop and ease of install and less price of closed loops.

  2. Are trying for a max overclock or just something reasonable (4.2-4.4)?

No need to spend a lot unless you are really going to push it.
